The First Polish Presidency – a business perspective - time for action

Polish presidency in the EU Council must be pragmatic and effective. It is not about new slogans or ideas, but rather about consistently striving towards deepening integration and strengthening the single market.
Hence, during the Polish presidency, a debate is necessary on the benefits and costs of adopting or neglecting necessary reforms. "The voice of entrepreneurs, who employ the largest share of working people in the EU - nearly 130 million - and who generate 70 percent of the Community's GDP, cannot be sidelined in such a debate" says Mrs. Henryka Bochniarz, President of Polish Confederation of Private Employers Lewiatan.

Polish entrepreneurs are euro-enthusiasts. Though our enthusiasm does not prevent us from having a clear view of the situation:

• The EU must reinforce its position in the global economy;
• The EU does not use the potential offered by the common market: its principles are implemented differently and at various times;
• The EU seems unable to keep up with the technological development and economy digitization;
• The projects supported by the EU budget are ineffective and they need to produce much more added value. The policies financed by the EU are too bureaucratic;
• The Union has nothing to offer to the most talented people, its job market is much less attractive than the US.;
• The EU policies are carried out separately. This sectarian approach makes it difficult to build rational strategies relevant to the global context (e.g. energy and climate!);
• The EU citizens are becoming less and less enthusiastic about the integrated Europe;
The entrepreneurs have been demanding the implementation of such changes for many years. But we don't want any new visions today. The title of our Presidency is not accidental: It's time to act!

What should be done?
Single Market: good law; reduction of barriers; information
• Improve the quality of the internal market legislation;
• Improve the implementation of internal market legislation and its enforcement by the European Commission;
• Simplify cross-border internet transactions;
• Facilitate the exchange of digital content on the single market;
• Facilitate access to thorough knowledge of opportunities and conditions related to participation in the single market;

Energy: integrated policies; energy efficiency; security
• Develop an integrated, horizontal and pragmatic policy which will include issues of climate change, energy and industry;
• Ensure affordable, low-carbon energy through energy efficiency and the development of green technologies;
• Enhance energy security of the EU by building the single energy market;

Labour Market: flexibility and security; mobility; activity
• Vitalise and deepen the discussion on flexicurity, not only in member states, but also at EU level;
• Improve the attractiveness of Europe as a workplace, and facilitate job mobility for EU citizens and immigrants so that they can find employment where their competence is in greatest demand;
• Establish a legal framework encouraging member states to reform pension schemes;

EU Budget Post 2013 and Cohesion Policy: focus; effectiveness; efficiency
• Concentrate European intervention on investments with greatest development potential;
• Place more emphasis on efficiency and the results of implemented projects and programmes;
• Simplify and streamline the cohesion policy implementation system;

Confederation Lewiatan does hope that the Polish Presidency will be a time of actions performed by a very enthusiastic EU member state for which it is a great honor to lead the Union for the very first time, by a country which is patient and consistent in what it does, and which knows how much there is to lose in the weak European Union and how much we all need the Union for our guaranteed development and prosperity.
